A transparent and structured dialogue between business, civil society, and institutions depends on rules that everyone can understand and apply. With that in mind, AmCham North Macedonia reviewed the Draft Law on Amendments to the Law on Lobbying and welcomed the effort to build a clearer and more predictable framework, while stressing the importance of drawing a clear line between lobbying as a regulated activity and the everyday communication of companies and associations with institutions. Its position paper brings together horizontal recommendations on making the reform work in practice, including a single electronic procedure, centralized and transparent insight into who takes part in shaping legislation, harmonized preparation by institutions, and a review of the effects after the first year of implementation. It also offers comments on specific provisions of the draft, aimed at greater legal certainty, a lighter administrative burden, and easier compliance for everyone affected by the law.
