To address the needs of the modern innovation ecosystem, the Ministry of Education and Science drafted a new Law on Innovation Activity, Scientific and Technological Development, and Entrepreneurship, aiming to establish clear responsibilities, transparent quality assurance, streamlined processes, and a system for monitoring and professional support in the respective areas. In accordance with the Government’s Rules of Procedure, the draft law was published on the Single National Electronic Register of Regulations (ENER), with a 30-day period for interested stakeholders and experts to submit their comments.
In order to provide support to the development of the new law, AmCham completed an internal consultation and prepared a Position Paper featuring recommendations intended to enhance its applicability and comprehensiveness. However, the Draft-law was introduced in the Assembly and adopted before the deadline for submitting comments has ended. AmCham’s reaction to this procedural breach, along with the Position Paper on the Draft-Law, was submitted to the Ministry of Education and Science.
AmCham will continue to advocate for transparent and inclusive legislative processes, as they are the foundation of meaningful policymaking, while also supporting the creation of a conducive environment for innovation, economic growth, and entrepreneurship.
